Concstruction Of Legislative Debate System In People’s Congress

The law-making power entitled to the National People’s Congress is on the top layerof China’s legaislative system, which is also one of its most important powers.Nevertheless, it has been playing a role far less significant than it should have been inactual political life. The construction of legislative debate system attempts, on the one hand,to improve working efficiency of People’s Congress as well as quality of deputies, and onthe other hand, to strengthen discourse power of People’s Congress. Meanwhile, legislativedebate system is a demand for democracy and justification. As representatives of the public,it is necessary for People’s Congress to solicit opinions broadly and exercise its legislativepower adequately and efficiently.There are some obstacles to overcome for the establishment of legislative debatesystem, while there are certain favorable conditions. Considering that legislative debatesystem originated from western parliaments, their exepirences shall be served as references.The ultimate aim is to establish a whole set of legislative debate system whithin China’spolitical frame.
