Legislative Debate Rules

Rule of procedure is human social groups operating cornerstone. After centuries of exploration, western society has been established a popular meeting mechanism. The most representative is the"Robert rules", it is in a competitive environment for justice in balance and maintaining the legitimate interests of various parties designed subtle program. It contains rich concept, including the rule of law, democracy, rights protection, power in check, due process of law, procedural competition, profit and balancing, freedom and restriction, efficiency and fairness, etc. Legislative debate rules is one of the rules, it can make legislative debate process rising, makes the different interest groups may be orderly expression, to provides sufficient communication for the interests of the legislation for participation in an orderly, the parties may, all of the game, then can benefit maximization and improve its quality. In China, the legislature members constitute huge, task is arduous, but no established legislative debate system, nor formulate legislative debate rules. This article through legislative debate rules, explains the overview of the rules of legislative debate in value foundation, the western countries based on the parliamentary debate, in combination with the rules in China and proposes the construction of the legislative debate rules and with matching system assumption.
