Research On Quality Construction For Reserve Officers Of The Reserve Forces

Nowadays, the evolution of international strategic pattern has been deeply transformed, so does the form of war and the operational pattern. Costructing and consolidating the national defence capability which the cunrrent world is pressed for is also the inevitable demand of achieving the Chinese nation’s bright proapect on the road to revival.The reserve forces which is well-organized, quick mobilization and strong assault is an important component of defense forces, playing a significant role in the mordenize warfare. The reserve officers are the main body of reserve forces, it also the organizer, the cammander, and the ecnomic constructer of the local operating.To enhance the whole quality is the key point of constructing, consolidating and improving the reserve forces, also the main factor of the battle effectiveness, whether it can fulfil the task. It is significant for the Party to strengthen the army in current times.This paper has been demonstrated and discussed based on the management of human resource, the rules of constructing and administrating. Aimed at exploring theorical quality construction of reserve officers, improving personnel structure, building preliminary standard of the quality construction. It also discussed the problems, the improvement measures for the practitioners and researchers as the reference and the theory.The first part of this paper has gone over the research history and current situation domestic and overseas, exponding the reserve forces, reserve officers and their qualities. It also described the relevant theory which indicated the connovation and basic element of its construction. The particular requirements, specific contents and characteristics of the qualities have been proposed.For the second part, the author proceeded from his own working experience in one department of reserve forces, taking an example in real and discribing the actuality and achievement of the quality construction for the reserve officers.The third part demonstrated and distinguished the reserve officers, reserve forces and the government society by questionaire survey, visiting, summerizing. It analysised the problems and the reasons existing.Ultimately, the author came up with the main idea and five specific measures to strengthen the quality construction of the reserve officers innovately with a view to the function, the responsibilities of our army.The study conclusion is a reference for the management such as selecting, training, allocating of the reserve officers. It also can be the consult of enhancing national defense, the evolution of the army, and intrducing policies for the construction of the reserve officers.
