Study On The Selection Of Reserve Officers In Our Army

After the working conference of the Central Military Commission on reform in November 2015, the integral and revolutionary changes with great significance have started officially in our army. As an important reserve force of national defense, reserve forces become increasingly prominent in this round of adjustment and reform and play a more significant role in information war. As the main body of the construction of the reserve forces, reserve officers are one of the major resources of increasing active army in wartime, thus the quality of the selection affects directly not only the building of the reserve officers but also the capability that the reserve forces fulfill their missions.Based on the theories of science of personnel, military personnel management and national defense mobilization, the thesis applies means of literature research, force investigation, discussion and tracking observation, through which the data of the selection of reserve officers in a certain Reserve Division in Shaanxi Province is collected. Accordingly, the thesis figures out that the main problems are manifested on less attention being paid on the selection, poor performance of the selected, imperfect selection mechanism, nonstandard selection procedure, irrational selection constitution and low talents efficiency, and the causes are analyzed from the perspective of subject, object, condition and manner as well. In addition, based on the realizing the CPC's aim of building a strong army in the new situation and improving the selection in Shaanxi Province, it puts forward the countermeasures to improve the selection by means of mastering the basic requirements, broadening the selection channels, improving the mechanism, optimizing the environment in order to be used as the reference to improve the selection and promote the overall construction of reservists and the combat power of reserve forces under the background of information war, and to play an active role in the improvement of management system for cadres in the army and of the overall decision-making.
