Latin America has always been seen as sphere or "back yard" of the United StatesGovernment,While Cuba was one of the most influential countries in Latin America.Before the Cuban revolution, the United States has always fight against Cuba, Sincethe1959of Cuban revolution, the United States implemented a comprehensiveembargo against and isolation Cuba. From the early1980s President Reagan on stage,the United States began a tougher policy to Cuba, carry out the full restoration of theembargo and restrictions against Cuba. It’ s claims that does not exclude thepossibility of a military attack on Cuba, so that bilateral relations tense again.but alsoto mobilize the ideological offensive, to implement the policy of peaceful evolution.Cuba faced the United States, take active a new offensive and aggressive defensiveposture, focusing on strengthening national defense building. Also carry out theflexible foreign policy, expanding foreign relations, especially to improve relationswith Latin American countries, expanding their international activities in the field.This paper is divided into four parts, the first part relate before the Reaganadministration on stage the U.S. policy towards Cuba. Through the evolution of U.S.policy toward Cuba after the Cuban revolution and analyzed its characteristics, probeto U.S. policy toward Cuba and Cuba response to the U.S. policy. The first phase isthe United States use the political、diplomatic isolation and economic blockadeagainst Cuba, trying to force the eradication of Cuba; the second phase is the UnitedStates draft to develop and adopt appropriate measures to against Cuba; the third stageis U.S. loosening the policy towards Cuba, the two countries was negotiate on thebilateral relations.The second part is relate new Cold War of the Reagan government Period and thepolicy towards Cuba’s, first of introduce revive the national prestige Under the new ofthe Cold War, faced the Reagan’s domestic and international situation, as well asCuba’s situation and Latin America changes, sum up the Reagan’s diplomacy policy.Then analyze the intensify economic blockade,1984immigration agreement, theimplementation of covert Action Strategy, set up a "Marti radio" discusses in this several aspects.The third part focuses on Cuba respond to U.S. policy, the first, uphold theleadership of the Communist Party and the socialist road; carry out the diversifieddiplomacy. The second, take up the specific response measures: adopt the contractionof economic policy, fight against the United States on immigration issues,countermeasures against the U.S. anti-Cuban propaganda.The forth is discusses the features of U.S. towards Cuba policy and its influencingfactors. Firstly, the Reagan administration’s policy is different from the previousfeatures, such as diversification of the economic blockade and aggressive initiative,regular the immigration and covert action strategy and ideological expansion and soon.
