China is a typical agricultural country in which peasant population occupies a large proportion, and the level of rural development essentially determines the overall economic and social development. The key of developing the rural economy is to solve the issues of ruralareas, peasantry, and agricultural, it is vital to the establishment of a harmonious socialist society. Funding is a significant element to solve the three dimensional rural issues, therefore, rural financing has clearly become one of the most important objectives forthe construction of China’s new socialist countryside. Rural financial regulation is an important part of China’s financial regulatory system;it is also a sensitive issue of deepening the rural economic reform as well as the construction of the new socialist countryside. The drawbacks of the existing rural financial regulatory system has hindered the development of the rural financial markets, threatened the country’s financial security; meanwhile it has brought great impact on the construction of new socialist countryside, blocked the process of modernization. Thus,the reconstruction of China’s rural financial regulatory system is imperative.On January2014the CPC Central Committee, the State Council issued the "No.1Central Document" hasunderscored the importance of rural reforms.As clearly stated in Article26,"To improve the financial management system, to specify local government’s supervisory responsibilities towards the new rural cooperative fiance, and to encourage local to build risk compensation fundestablished in order to effectively prevent financial risks. And to development rural cooperative financial management at the right time." This article studied the existing rural financial regulation and has fully considered the actual situations of the rural financial markets, explored applicable regulations based on national conditions, strived to improve the rural financial system, and actively promoted the development of the rural economy. This paper is divided into four parts to discuss thelegal system of the rural financial regulatory:The first part is an overview of the basic issues of rural finance, and generally discusses the combination of the rural finance and the fundamental theories of the relevant legal system to furthermore elaborate the generation and development of legal system. The second part analyzes the current statues of the country’s rural financial supervision system;it also involves static analyze of the drawbacks of the existing legal norms to further explore the rationale for the formation of the status quo of the current regulatory legal system.The third part introduces international financial regulatory systems for rural areas from some major countries and regions, using comparative analysis to identify similarities and differences so that enlightenment can be extracted from relevant experience.The fourth part is a proposalbased on issues raised earlier, the suggestions of enhancing the country’s rural financial regulatory legal system will be draw based on the combination of the values and principles of actual circumstances, and the establishment of a logical fundamental construction.
