China In Transition In Public Policy Agenda Transaction Cost Analysis

In the real life, there are a variety of social problems; the government can not solvethem one by one. Among these complex social issues, the government will select someurgent problems to be the public policy issues. This selection process is theestablishment of a public policy agenda. With the acceleration of social transformation,the role of the public in the agenda-setting plays more and more significant role. Due tothe strong aspirations and demands of public, the policy makers try to balance theinterests of different classes and groups, and the problems that widespread publicconcern are listed on their agenda or plan of action.Currently, the fields of politics, economy and culture have undergone profoundchanges. Social structure is re-adjusted and pattern of interests is changed, changingpolicy environment also increases the difficulty of the policy agenda, but also increasesthe transaction costs of the policy agenda. In this paper, in the background of socialtransformation, the public policy agenda for transaction costs were defined in the firstplace; On this basis, its causes were explored and the role of the process of transactioncosts were explained. The paper analyzes the assessment criteria of trade policy agendaas well as the positive and negative effects of cost; Tn the end, the writer concludes thestrategies of handling the transaction costs in Chinese public policy agenda within areasonable range during the transition period to ensure that the fair and equality ofpublic policy making.
