Research On The Policy Agenda Setting Model Of County Party Committee And Its Optimization

The policy agenda is regarded as the logical starting point of public policy and the "gatekeeper" and "gatekeeper" of public policy issues.The policy agenda is set as the input of social issues and the output of public policy,and plays an important role in public policy.China is a socialist country under the people's democratic dictatorship.Xi Jinping thought on socialism with Chinese characteristics for a new era has put forward that the leadership of the CPC is the most essential feature of socialism with Chinese characteristics,the biggest advantage of the socialist system with Chinese characteristics,and the party is the highest political leading force.Different from western countries where the main place of the policy process is the legislative body,China's major public policies originate from the party committee,and the government focuses more on the implementation of the party committee's decision-making deployment.As the core department of the party and government organization at the county level,the county party committee should not only implement the decisions and deployment of the central committee,provincial party committee and municipal party committee,but also mobilize the administrative,legal and economic resources of the county to ensure the smooth progress of the policy process and thus promote the political,economic and social development of the county.With the further development of democratization,people gradually realize that the party committee is not always the only subject of setting the public policy agenda,and interest groups,news media,experts and scholars,social organizations,NPC deputies,CPPCC members and the public can participate in the setting of the policy agenda.The ability to influence the agenda varies with the way participants participate.At present,the research on China's public policy tends to focus on the formation stage of the policy,while the research on the setting of the policy agenda is insufficient.Most of the research focuses on the macro setting of the national or provincial policy agenda,while the research on the setting of the county party committee's policy agenda is rare.In this paper,based on the theory of democratic centralism,grounded theory as the analysis tool,to traditional agenda-setting six model as the analytical framework reference,nearly six years of S county county policy agenda setting empirical investigation,whether on this basis,according to people involved in the county party committee policy agenda setting and whether to adopt institutionalized means of S county policy agenda can be divided into five kinds of modes: political pressure model,the collective decision,mobilization,internal and external pressure models these five kinds of agenda-setting,and the characteristics ofeach mode in detail.Using nvivo11 software visualization analysis on the current situation of S county,through analysis the conclusion,summarizes the 18 S county is the county since the big problems of agenda-setting,mainly include: agenda setting is given priority to with internal input,people actually participate in the county of agenda-setting degree is low,the county party committee attaches great importance to the responsible for the more attention to public opinion and policymakers of the county agenda list files exist hidden rules.S county are faced with the problem also is our country most of the county the problems existing in the policy agenda setting,these problems mainly because of the county agencies dominate the policy agenda setting,the people to participate in the county of policy agenda setting channel is insufficient,the county at the same time there is a value orientation,to a certain extent offset by decision makers and the influence of subjective value preference.For these reasons,we can reshape the county policy agenda setting value guidance,build the agenda setting pattern of the interaction between the multiple subject,broadening the channels for people to participate in the policy agenda,and improve the county agenda setting,information disclosure mechanism path optimization,through the study for the optimization of county party committee policy agenda setting in China to provide some reference.
