Supported by government policy,public rental housing is a kind of affordablehousing which mainly open to the low income family and group in the city.It’s mainlyfunction is to guarantee the housing is affordable for the disadvantaged groups, such asthe graduates who just get their offers and migrant workers, and at the same time, itbrings the missing layer which is not covered by the affordable housing in our housingsecurity system. The new graduates and migrant works occupy a large proportion of thelow income family of the city The rapid growth of the urbanization and the increasinglyupsurge price of the house keep them from solving the problem of housing bythemselves in a short time, besides these, residence restriction separates them from thehousing security system.Therefor, in order to satisfy the housing needs of this group,our country put efforts to develop the public rental housing. But it’s obvious that ourlegal system of the public rental housing still has some defects, there are some aspectsneed to perfect, such as the supply of land,the financing channel,the rental pricing,theentry and the exit. This context analysis the current situation and the problem of legalsystem of the public rental housing comprehensively and put forward a series of feasibleproposals to perfect the legal system of our public rental housing which base on thelegal system of public rental housing of other countries and regions.
