With the acceleration of urbanization, rural-urban gap is gradually narrowing,whilethe dual system have been always an obstacle in the process.Meantime, the townshipgovernments with inherent ills call for the reform of grass-roots administration for somany years.In this case,many towns in China have explored “Town to Sub-district”transformation in order to fundamentally resolve social conflicts.However, towns aredifferent from sub-districts in many aspects such as the nature, government functions,ways of administration,etc.The Third Plenary Session of the18th Central Committee of the CPC pointed outthat the general objectives of comprehensively deepening reform are “improving anddeveloping socialism with Chinese characteristic and pushing on with modernization ofthe country’s governance system and capabilities.”Sub-district is an important part ofthe national governance system and the good governance of it is the reflection ofcapability.Therefore, the study on governance path after "Town to Sub-district" is ofgreat significance.The paper puts"Town to Sub-district"into the macro environment of urbanizationand rural reform, and takes Loufeng sub-district of SIP for the survey.Then combing theimplementations with changes in the transformation to explore the actual affects.On theabove basis,the paper discusses some difficulties such as increased social risks, lack oflaws,cognitive dissonance. After analyzing the problems,the author attempts to makesome suggestions on the governance path at last.
