Integration Or Dispersion:The Research On The Reform Of Administrative Divisions In Regional Governance

The rationality of administrative divisions,is related to one country's power structure and administrative system,national unity and social stability,productivity distribution and national economic development.After observing the practice of administrative divisions reform within the area of prefecture-level cities throughout the past two decades,it mainly presents two directions:one is establishing district while removing county,showing a trend of integration;another is managing cities and counties respectively,showing a trend of dispersion.Based on the analysis of both the practice progress of establishing district while removing county and managing cities and counties respectively,and the four cases of Fuyang,Changxing,Zhejiang and Jiangsu,to explore the logic and motivations behind establishing district while removing county and managing cities and counties respectively.The main reasons of establishing district while removing county are to expand the space of urban development,promote the overall coordination between urban and rural areas,promote economic transformation and upgrading,and promote the principal leaders'administrative level.However,the reasons of managing cities and counties respectively are to achieve efficient integration,reduce the phenomenon of"city-eat-county",and gain more autonomy for county to develop.Under the background of new urbanization,the improvement of regional governance system and the promotion of regional governance ability,it should emphasize the coordination of large,medium,small cities and small towns simultaneously,and then realize the coordinated development between cities and counties.The coordinated development between cities and counties should be "sharing improvement",and should effectively coordinate the interactive relationship between local efficiency and overall fair,the benign development between diffused growth and competition and cooperation,the institutional arrangement between concentrated authority and multi-governance,and then achieve the compatibility of establishing district while removing county and managing cities and counties respectively.As for the specific operating strategy,it must avoid the approach of "one-size-fits-all",and should follow the principle of"adjust measures to local conditions",insist the coordination of metropolitan strategy and strong-county strategy simultaneously.Here are the overall ideas:First,in the metropolitans where the diffusion effect is significantly higher than the accumulative effect,encourage the integration on a voluntary basis.Second,in the medium and small sized prefecture-level cities where the accumulative effect is significantly higher than the diffusion effect,create conditions for managing cities and counties respectively.Third,in the place where needs to strategically become metropolitan in the future,create conditions for establishing district while removing county.Forth,in the place where needn't to strategically become metropolitan in the future,encourage fair competition between cities and counties on the basis of managing cities and counties respectively.
