The Realistic Predicament Of China’s Administrative Accountability System And It’s Path Selection

Implementation of administrative accountability system is a significant way toestablish responsible government. The administrative accountability system is notonly an important theoretical problem, but also a difficult subject of social practice. Itmakes the government and civil servants have a high sense of responsibility and theresponsible spirit, makes the administrative personnel hold the power at the same timealso must undertake corresponding responsibility. Establishing responsiblegovernment and strengthening the government responsibility, is not only the demandsof the development of our government system reform, but also a direction of thegovernment’s own development; It is not only the necessary condition of buildingpolitical civilization with Chinese characteristics at the same time but also theobjective demand of improving government management ability; It can not onlycomply with the world trend of administrative development, but also improve theinternational competitiveness of China’s government. In recent years, our government,from central to local, have been continuously exploring in administrativeaccountability system, and have made some achievements. It laid a solid foundationfor the further improvement of the administrative accountability system.This paper，starting from the basic concept, discusses the idea which is aboutperfecting administrative accountability system of our country. The whole text isdivided into six parts: the first part, briefly introduces domestic and foreign researchstatus of administrative accountability system; The second part starts from the basicconcepts and basic theory of the administrative accountability system, analyzes theconnotation, the function and the theory of the administrative accountability systemof our country; The third part, this paper discusses the present situation of theimplementation of the administrative accountability system in our country; The fourthpart, it discusses the main problems which we faced in the process of implementationof the administrative accountability system in our country, then analyzes the reasons;The fifth part, it proceeds from our national conditions, draws lessons from westerncountries which implemented the administrative accountability system. According tothe predicament that appeared in the implementation of the administrative accountability system, it puts forward improving strategies to further perfect ourcountry’s administrative accountability system.All in all, as an important part of democratic politics, the administrativeaccountability system is a crucial way which can make our government innovative,responsible, clean-fingered and more law-based. It doesn’t only depend on all levelsof government and the civil servants,but also the public and social to further perfectour country’s administrative accountability system. Only in this way can we quicklymake a innovative, responsible, clean-fingered and more law-based government.
