| As China’s political system, a petition system has considerable history and Chinese characteristics, has always played an important role in social management process. Especially with the deepening of reform, China has entered a period of rapid transformation, a large number of social conflicts manifested through letters and visits, to petition work is a big challenge. Therefore, the petition system should be in the context of social management innovation, improve the petition legal norms, improve the institutional structure, operational mechanism innovation, and constantly promote the legalization petition system, standardized and scientific.This paper is divided into five parts. The first part of the research background and significance of this paper, domestic and foreign research status review, research contents and methods are briefly described. The second part, through the petition, the petition system and social management concepts and theories to sort out, put forward the theory of basic research and focus on decision to deploy the State Council, the study analyzes the origin and social management innovation the main contents and characteristics of our country and the causes of social conflicts, and with reference to relevant laws and regulations defining the functions of the petition system positioned in social management. The third part, an empirical analysis of the petition system for the last few years which plays an active role in social management innovation, revealed the existence of a problem, as well as research and analysis of the cause of the problem. The fourth part, select the United Kingdom, Japan, France, the three countries with similar complaints mechanism citizen petition system operation, system analysis, summarized its characteristics, and presented to perfection petition system which revelation. The fifth part, presented the petition system under the new situation to improve social management innovation in the proposed countermeasures. |
