The background of this study:since the reform and opening up, Social transform to market economy, the change of government function, urbanization, industrialization process accelerated, the advent of the era of globalization and risk, led to more and more social problems. With the further development of diversified social contradictions, reception department are facing huge pressure of work.In this paper, we study the problem:The dilemma of reception department facing today. How social work intervention reporting agencies needle case processing. How Flexible social management help reception department carry out the work. Article uses qualitative research methods and empirical analysis method to research. By the author in the bureau of social work practice for ten weeks, as well as to the complaint reporting events field observation, to the archives of the handling of complaint reporting, the study collected a relatively rich empirical data.By the practice and empirical data analysis,the research suggests that:current petition system has the rationality of existence. Facing the problems of new period and new social contradictions, letters and visits work need to practice innovation in the way of working. For the plight of reception department work, the study mainly discusses the innovation of social management work from two aspects:Make individual complaint case social work intervention and flexible way of social management into the system of letters and visits work.The study concluded that "people-oriented" social management innovation in the petition work is imperative. Social work intervention in the complaint case handling process is feasible, we can use concrete case work, group work and community work three ways. The reception department in the process of handling cases to introduce flexible social management concept, it can also help them improve the correspondence and reception department working process, improve the level of social management.
