In the era of web1.0technology, government electronized part of management and service functions with the help of advanced information and communication technologies. Meanwhile, people grown up in the era of web1.0technologies and diffusion of open government theory require more from online government. However Chinese e-governments are still in its infancy stage, from directory service to online business, and are unable to deal with these challenges effectively. Many research results show that web2.0technologies can help e-governments to deal with these challenges. Therefore, in this paper, we want to explore the following four questions: what are the typical applications of web2.0technology in e-government? Are they all popular in e-government? Which factors affect their popularization? How to promote them in e-government? Through this studying, we hope we can help other researchers and government officers learn present situation of web2.0service applications in Chinese government and provide theory reference for improving web2.0service applications in Chinese government website.Specially, this paper did following research. In the first chapter, we mainly introduced the research background, research significance, present research findings and research framework; Second chapter introduced referring theories in this paper, including web2.0technology, electronic government, TOE technology diffusion theoretical framework, and typical web2.0applications in government website. The third chapter analyzed the typical web service application of in China’s31provincial government website, found that weblog was the most popular web2.0application, the general application rate was low,and there was obvious gap between different province and China and the world class; The fourth chapter discussed which factors out of seven that was based on TOE affect web2.0service applied in the provincial level government, and found out website quality was the most important factor; The fifth chapter put forward advices for improving web2.0service application in provincial government website, like changing government officer’s mind about web2.0, and so on; Chapter six summarizes the insufficiency in this paper and possible future research questions.
