Online Service Of Provincial Government Website Under The Background Of Internet Capacity Research

In order to build digital,intelligent modern service-oriented government,to achieve the modernization of national governance capacity.In recent years,the construction of e-government has been the focus of the Party Central Committee and the State Council.As an important platform of national information construction system,government website is an important grasp to promote the modernization of government governance and build a service-oriented government satisfied with the people in the information age.In the national governance system,as the main link between the central government and the municipal and county government portals,the provincial government portals will promote the standardization of government portals at all levels of the country and deepen the "Internet" Development Report(2018～2019)and China Local Government Internet Service Capacity Development Report(2019)are used as the assignment basis,and the government online service capability of government website is the dependent variable,There are five conditions as independent variables:service completion,service guide accuracy,online processing maturity,service item coverage and online service validity.In the whole country,the paper analyzes and compares the government online service ability of provincial government portals,analyzes the reasons of the results,explores the internal mechanism of influencing the government online service ability and analyzes the internal correlation between the factors,and puts forward policy suggestions for improving the government online service ability of provincial government websites.This paper defines the connotation of government online service ability based on resource-based theory,dynamic ability theory and core ability theory.According to the concept theory,the government online service ability is divided into five dimensions:service integration ability,service supply ability,service content ability,service technology ability and service perception ability.Through univariate necessity analysis,it is found that the accuracy of service guide and the validity of online service are the necessary conditions to produce high government online service ability and non-high government online service ability.In the clear set qualitative comparison analysis,as the core variable in each configuration.According to the results of configuration analysis,three kinds of path models to improve the development of provincial government website government online service ability are summarized,namely,integration-supply service type,technology-aware service type,precision demand service type,and the path mode that hinders the improvement of provincial government website government online service ability,that is,perceived demand missing type.It is concluded that the reasons that affect the online service ability of government affairs have asymmetric characteristics,that is,the reason why we can not rely on traditional experience to deduce the online service ability of high government affairs by summing up the reasons of low government online service ability.But the existence and lack of necessary conditions determine the level of government online service ability to some extent.Based on the view of configuration,this paper adopts the method of clear set qualitative comparison(CSQCA)to study the online service ability of government affairs.From the current related research,many articles are used to analyze the internal logic and implementation path of online service capacity building of government websites from a qualitative point of view,and generally continue the normative research paradigm of "finding problems from the present situation and putting forward countermeasures ".The traditional quantitative statistical method is based on independent variables.The factors that affect the online service ability of government affairs should be conditional variables of multiple concurrent combinations,which is suitable for configuration analysis by QCA method.However,there are still few articles that use clear set qualitative comparison method(CSQCA)to study the online service ability of government websites.A clear set qualitative comparative analysis method(CSQCA)is used in this paper.It can not only achieve the deep analysis of the case,but also have a certain degree of external promotion.After a detailed analysis of the multi-factor concurrent causality that affects the online service ability of government affairs,not only the conditional configuration that affects the online service ability of government affairs is obtained,but also the core and edge conditions in each group of configurations.In this paper,it is concluded that the reasons that affect the online service ability of government affairs have asymmetric characteristics and well support the view that there is complex causality between variables,that is,the effect of one condition depends on its configuration relationship with other conditions.Although qualitative comparative analysis serves the causal interpretation of cases,it can not replace correlation analysis and regression analysis in quantitative studies.In the future,we can further revise and enrich the related research results by combining various research methods,such as case study,in-depth interview and questionnaire survey,and so on.
