Turkmenistan is one of the five countries in central Asian, and it’s also our near neighbor. In recent years, the economic cooperation between China and Turkmenistan is becoming more closely, from the circulating of the China-Central Asia natural gas pipeline in2009, Turkmenistan has become the largest country which supplies natural gas to China, and China also became the largest trade partner of Turkmenistan. In the following years, this pipeline will increase the amount of natural gas. Under this circumstance, the research on Turkmen’s foreign policy becomes very important for our country. Turkmenistan was independent in1991, in the following years, its neighbour Afghanistan involved in severe civil war, and its another neighbour country-Iran is a theocratic state, Iran is also very interested in outputting of revolution. In all, the ambient environment of Turkmenistan during that period was relatively dangerous, consequently, the president Niyazov chose neutrality as Turkmen’s foreign policy, this road brought peace and tranquility to Turkmenistan; meanwhile, Turkmenistan used its neutrality to resist the condemnation from the west successfully. Of course, Turkmen’s neutrality is not absolute. To a great extent, Turkmenistan is inclined to Russia.This article analyses the reason why Turkmenistan sought to the status of neutrality, it holds the idea that the dangerous environment is the most important factor. In the second section, the article narrates the procedure how Turkmenistan became the permanent neutral state, and analyses the reason why UN admitted its neutrality. In the third section, the article analyses the features of Turkmen’s permanent neutrality, and compares its neutrality with another neutral state-Switzerland. In the forth section, the article interprets neutrality’s influence on Turkmenistan. In sum, in view of the importance of the cooperation between China and Turkmenistan, Turkmen’s neutral policy has become our important object of observation, we should do more deep research about it in the future.
