Research On Measurement And Correction Of Local Government Performance Evaluation Results Deviation

The authenticity and accuracy of government performance evaluation results reflect the real state of government performance, and it is the prerequisite to promote and deepen government performance as government performance evaluation results relate to the credibility of government. The study on government performance evaluation results deviation is aimed at forwarding an index framework to evaluating deviation through scientific classification on the logical basis of deviation, then clarifies the influencing factors and puts forward the corrective paths.This study uses the research results of economics and politics, discusses the government’s functional boundaries, then redefines the nature of government performance evaluation; puts forward the generated logic of the deviation from the three forms of government performance; builds a set of index framework to evaluate government performance evaluation deviation from the perspective of process control regarding to the quasi-deviation which can and must be eliminated and reduced; presents the tentative idea of the government performance evaluation results deviation index from the index framework, then puts forward some possible paths to correct the government performance evaluation deviation based on the framework.This study holds that government performance is the extent of government achieving its proper functions, that is, the matching degree between the real government and the ideal government; government performance evaluation is a process from a fuzzy balance to a relatively accurate accountability achievement, and government performance evaluation can be divided into three items:ideal-value, practical value and the evaluative-value; the government performance evaluation results deviation is the difference between evaluative value and real value, which can be divided into inherent deviation caused by cognitive limitations and quasi-deviation caused by human factors; no matter which factor will generate what influence to government performance evaluation results, the focus are evaluation subject, evaluation object, evaluation index, evaluation method, evaluation procedure and so on, thus an indirect deviation evaluation system can be builded, the indicator of which is deviation index; the corrective paths are aimed at the continuous improvement of government performance evaluation, which can start from evaluation subject, evaluation object, evaluation index, evaluation method and procedure.
