The Performance Evaluation Error Source Analysis And Corrective Measures Of Dalian Municipal Government

In the environment of the era of innovation, the new developments have lots of innovative demands on our government. Evaluating the performance of local government is one of the new scientific administrative management models that our government implements. At the moment, researches on the performance evaluation of local government have achieved some success, including theoretical significance of evaluation, framework of evaluation and practical mode. However, there's few study on the deviation of the evaluation results.Based on the existing theory, taking the performance of evaluation of Dalian City as an example, this paper analyzes the source of deviation of evaluation results in three dimensions, they are information dimension, social dimension and political dimension. Then, suggests corrective measures, which both enrich the study of the deviation of performance evaluation and guide the work of Dalian City government.The main work this paper has done shows as follows:At first, construct a framework which describes the source of the deviation of results. Based on the existing theories and surveys, this paper divides the source of the deviation of evaluation results into three dimensions, they are information dimension, social dimension and political dimension.Secondly, investigate the current situation of the performance of evaluation of Dalian City government. Interview the related staff members to get the information. Then, design a questionnaire and let the public answer it, in order to discuss the deviation of results.Next, analyze the reason that why there exists deviation between the evaluation results and real performance of the government.The last, suggest corrective measures. According to the factors that leading to the deviation of results, this paper suggest corrective measures from three different dimensions.
