Therefore, today, as the world’s largest track and field competitionincreasing, it is also means the overall quality of referee requires to reach a high level.Henan Province, located in the central east, middle and lower reaches of the Yellow River, has thestrategic location and convenient transportation. In recent years, Henan hosted the large domestic track andfield events successfully, to make the referee in our province to get good exercise. With the continuous development of China’s competitive sports, a lot of athletics have been widelyheld in Henan Province, and the results of track and field have been improved very quickly, a group ofathletes start to emerge in the province and the national competition. All these require that the track andfield referees in Henan Province must have a higher level.By using the literature survey, mathematical statistics, logics, I analysis the basic information,knowledge structure, working situation, relearning, and management of the track and field referee in HenanProvince, and I get the results as follows:1、In track and field referee team in Henan Province, the number of Level1, national level andinternational level is from top down. The tier structure is reasonable, but it should strengthen the trainingand recommended of national level, international level referee; age of the majority of youth, thenmiddle-aged, the structure is more reasonable; qualifications of the referee a college education, thengraduate students, doctoral students, the overall education levels are higher, but there are specialistqualifications or below who need to further improve the education level.2、Track and field referee in Henan Province, geographical distribution is uneven. Except forZhengzhou, Luoyang and Kaifeng, there are a small number of Level1referees in other cities, which is notconducive to raising the level of Henan Province athletics. We should strengthen the construction of theweak areas of referee team.3、Ttrack and field referee in Henan Province, most part has no English level, then Levels3,4and6.Especially only a few referees have the English oral and listening skills. So the English level must befurther improved.4、In Henan Province, track and field referees get the computer application level are Levels1,2,3and4in order. And the number of referees who can use the computer proficiently is less than a third, part of the referees can skillfully operate electronic equipment, but most do not understand or are not familiar with.Should be further strengthened training.5、In Henan Province, only part of the referee has published the papers, the vast majority of refereesshould strengthen scientific research and the ability to work.6、Track and field referee in Henan Province has a noble motive and a strong sense of responsibility.7、Track and field referee in Henan Province has less initiative in amateur learning; a fewer refereeshave the chance to study outside, refresher education or observe; Few times to read track and field books,newspapers and rules; not be able to use the Internet to obtain relevant knowledge and information of thetrack and field.8、The relevant departments should further strengthen the management of the referee training,registration, promotion, reward and punishment system to form an effective management system.
