The results of National Student Physical Health in2010showed that, although the decline of the children and adolescents constitution has been reduced, but from the whole, children and adolescents constitution has to be the general downward trend. For this reason, the reason for adolescent physical decline was suspicion and speculation by the community; and most people point the finger at the school physical education. Thus, some people think that the Physical Educator wasn’t let students to participate in sports activities well, some people believe that schools take up the time of time of student physical education and extracurricular activities in order to improve teaching performance for no reason. Some people thought that schools focused on the form of "Exercise one hour a day", but not well implemented. Only combine all three of the Schools, Families, Communities, what linked together in order to jointly cope with the crisis of Children and Adolescents physical health decline.But so far, a relatively small research in domestic, and not a more appropriate and more effective ways to give detailed guidance of schools, families and communities was not. There is an urgent need for a linkage model to guide schools, families and communities how to intervene in the behavior of young children. What kind of ways and means to improve the fitness level of young children. The manner in which more better to enable the three mutually linked together to curb the trend of decline in physical health of young children.In this study, take Luwan district, Shanghai for example, mainly adopts questionnaire, statistics and logic analysis to investigate and study PE Teachers, Students’ Parents and Community Members, and we will learn the problems of schools, families and communities in the linkage and propose solutions by investigation of teachers, parents and community. And then we will take out some action program for schools, families and communities to provide and create a good atmosphere in which the children will take physical exercise and sports learning for the healthy growth more safely, and to improve the physical health of young children.The following is the conclusion of this study:(Firstly) Conclutions1. The school factor of affecting adolescent children of school to participate in sports activities is great study pressure; the community factor is deficiency sports facilities and less activity field in the community; Family factor is that the attention of parents and supervision strength is not enough.2. Students want parents to participate in sports activities with them, they hope school will take more sports facilities equipment for sports activities, and they students want community organization to take be more suitable sports activities for some teenage children.3. Parents want school to decorate PE Homework for students, increase students’ extracurricular sports activities level; and they want community to increased sports equipment for teenage children using; and they want joint sports activities with their children.4. The school physical education teachers think PE Homework is the most basic implementation to realize the linkage between school and the family;and is also the most easy method to operate. But the way to realize the linkage between community and family is to take sports activities.5. School Special Group and Community Special Group is the important component of the school, family and community linkage mode. They will play an important role in school, family and community linkage mode to promote the teenage children in physical health promoting.(Secondly) Proposals1. In order to play a role of School Special Group, firstly we should play the role of school, especially the roleof PE teachers. Then we should play the role of parents, they should get rid of the bondage of traditional theory, and change education concept, exert fully all kinds of potential factors, Parents and teachers should actively communicate and exchange about sports activities, give full play to the positive role of the special group.2. Community members and parents should cooperate with Community Special Groups, and give them help and support actvily. They also should give Community Special Groups the scientific and reasonable opinions and suggestions.Then make Community Special Groups more effectively to improve the teenage children’s physical health level. 3. PE teachers and parents should positively respond to the work and instructions of School Special Group, and they should participate in all kinds of game activities actively which held by School Special Group to improve the teenage children’s physical health level. Strengthen the two-way communication and exchange between the physical education teachers and parents or between parents and school leaders.4. Relevant government and Education Departments should give Community Special Group and School Special Group more support and encouragement, and to provide for the human, material especially financial support when necessary and to ensure the implementation works smoothly.5.
