A Study On Relief Of Vulnerable Children With Drug Abuse Family In The Perspective Of “The Three Community Linkage ”

In recent years, with the increasing number of drug addicts, the children of drug abuse families are suffering from the plight of life. This study takes the system theory as the analysis perspective, using qualitative research methods, taking Nanjing D community a girls' sexual assault incident as a case, using participatory observation and literature research, to explore the linkage mechanism of the community(Residential District Agency), social organization and social workers,short for "Three clubs"; and to effectively deal with the serious problems of the plight children in drug family nowadays.The study found that in the process of the rescue of the girls,there were serious "Absence" and "Lost Role" of D Residential District Agency, Neighborhood Committees, Civil Dffairs Department and other departments.Forthmore,the social organizations are too dependent on government so as to lose their independent, therefore the elaboretion of its functions is restrained.Social workers without adequate support form government and lack of special ability,it is difficult to really participate in the rescue. On the basis,combine the national conditions with the case,put forward a three-dimensional relief network construction of community and social organizations, and social workers,aim to realize the rule of law,partition,and multi-component goverance for reliefing of vulnerable children,namely in the Basic Unit,the community should be continuously developing and setting up new post of social work;and developing a batch of Social Work Service Agency of governance norms, professional services,recognized by common people,through the pattern of government buying; establish and perfect the collaborative linkage mechanism of social workers and volunteers,continue to consolidate the social work services platform,expand the coverage of social work services.Social organizations should make self-assessment consciously,build up a sense of quality management,establish professional supervision mechanism,continuously enhance the service capability of social work in the field of participation and undertake social assistance,improve autonomy by searching for sources of funding and reduce dependence too much on government,and provide the carrier for social workers.In the linkage platform, social workers provide professional services for clients in the aspects of social integration,capability improvement, psychological guidance,resource links,etc.
