Sine the12thNational sports meeting will be held by Liaoning in2013,it is a bigopportunity for Liaoning to obtain better achievement and improve the position ofcompetitive sports in our country. It has a lot of practical and strategic significance to realizethe whole development of Liaoning`s economy、culture and science. By summarizing thesuccessful experiences as the host，we can draw the conclusion that the advantage of the homeadvantage effect plays an indispensable and even crucial role in the brilliant achievements inaddition to relying on its own competitive strength.In this paper the menthols such as literature、expert interviews、mathematical statisticsand basic characteristics of home advantage effect were concluded by systematicallyanalyzing the experiences in the previous National Games. In order to obtain effectivestrategy for the application of the home advantage effect，this work aimed at providing usefuladvises for Liaoning province to gain better achievement in the12thNational Games. Theresults show that:1．The home advantage effect on National Games is a social phenomenon which existsobjectively. The home advantage effect is defined as a better achievement obtained due to thehome advantage of the host provinces or host cities during National Games. In recent sessionsof the National Games, the host all achieved significant improvements in sports performanceand toped the list of gold medal, of which the reason was the home advantage effect played ahuge role, besides their own improvement of competitive strength.2．The home advantage effect is its own unique effect formed by the Games hostpreparing for the Games, with an unparalleled advantage in other provinces and cities. Thehome advantage effect on National Games is formed by the international of the externalfactors，such as the support by the government and the congenital advantage；and the internalfactors，such as fully preparing for the Games by the host and the efficient race.3．As the host of the Games, we should take full advantage of the host effects and givethe maximum play to the host effects. We should not only make efforts to improve the formation mechanism, but also to grasp the basic characteristics of the Games host withefficiency, exclusiveness, continuity and "double-edge”.4．In order to obtain better achievement in the12thNational Games，some advice wasgiven to Liaoning delegation as following：Referencing the successful experience concludedby the host of the previous National Games，and getting supports from all levels ofgovernment in our province to create a harmony of the "National Movement” atmosphere；utilizing the advantages in favorable timing，geographical as well as human conditions；usingthe rules of the match schedule；making a warm atmosphere of home games；providing goldmedal service for the games；bringing the competition and scientific research to two-way playindustry to those seven links.
