Talent is the core of enterprise resource; is the the main body part of enterpriseeconomic activity; is the key to enterprise sustainable development. In recent years, theChongqing Municipality government has attached importance of construction of privateenterprise human resource, puting forward a series of preferential policies to promotecultivation and development for enterprise talent. And it has achieved a lot of economicresults, private enterprises is relatively developing quickly. But with the development ofprivate enterprises, the talent problem has become a bottleneck to the growth of privateenterprises economics. Therefore, to clarify all kinds of talents problems existing inprivate enterprises in Chongqing, for quality, for demand structure, for sourcedistribution, for contribution, is in need. And to explore the construction of the talent inChongqing private enterprises; to strengthen the human resources developmentmanagement in private enterprise, to give related suggestions has become an importanttopic.First of all, this research based on actual situation of Chongqing private enterprises,using the human capital theory and related public policy achievements for references,supported by personnel questionnaire of private enterprises in Chongqing, withempirical analysis and mathematical model, the author represents following aspectsincluding overall condition of all kinds of talent, talent structure, personnel distribution,talent source in Chongqing private enterprises and meanwhile, contribution to economy,science and technology, the employment of private enterprises and demand situation hascarried on the thorough research. Research shows that the talent quantity is positivelyrelated to the enterprise scale in Chongqing private enterprises; degree of the talentdemand structure matching with the position; age structure in central city, talent;steadily rapid expansion for talent distribution contribute; demand characteristics of thetalented person. At the same time, these problems exist as follows: talent quality anddegree structure is not optimal; personnel distribution is not balanced; lacking of reservepersonnel fluidity; talent training system; talent incentive support is being limited; talentpolicies don’t reach the designated position, etc.According to the talent development and management in Chongqing privateenterprises, the author gives specific policy recommendations about organization,leadership, talent introduction, talent training, talent reserves, incentive system, policy implementation, environment construction, following the basic principles of from thetransformation idea.
