| In the 21 th century,with the decrease of proportion of traditional and the increase of proportion of new industries,the global step into the age of information and post-industrial.It requests the accumulation of knowledge and the reserve of talent.Chongqing is a national central city and also the only municipality in central and western China,located at the junction of the“the Belt and Road Initiatives”and Yangyze River economy-zone,playing a unique and important role in the pattern of opening to the outside world.Meanwhile,Chongqing is an important strategy support of Western development and opening,as well as the Western hub of the upper reaches of Yangtze River economy-zone.With the settle of China-Singapore(Chongqing)strategic project,Chongqing embraces significant opportunities of Construction of the Belt and Road Initiatives,Development of Yangtze River Economy-zone and Development of the West Regions.Chongqing will provide continuous driving force to integrate the Belt and Road Initiatives strategy and to construct Yangtze River Economy-zone.Facing the opportunities and challenges,to strengthen the construction of R&D talent team is the key to economic and social development of Chongqing,Chongqing Municipal participation and also the needs of international and domestic competition.This paper takes Chongqing as the research object,using the theory of human capital,personal incentives and talent combined effect,with the method of theory of literature analysis,quantitative method and comparative method,conduct a further study ofR&D talent team construction.Thestatus of R&D talent team is analyzed from four aspects,concluding the characteristics and problems of R&D talent team.Through comparing the R&D policy of Beijing,Tianjin,Shanghai and Chongqing,the shortage of Chongqing's policy is appeared.Finally,learning from the strategy of talents of other regions,and combing Chongqing's practical situation,this paper can raise development measures to construct R&D talent team. |
