Study On The Supporting Policy Of Promoting The Development Of Private Colleges In Chongqing

After more than 30 years of development,China's private higher education has developed by leaps and bounds.Private higher education has played a role in accelerating the process of popularization of higher education,providing diversified educational choices,innovating educational management system,improving educational equality and efficiency as well as the role of the national economic and social development has cultivated a large number of urgent needs of the application of talent,Looking back on the history of private higher education in our country,the development of private higher education can not be separated from the policy support.It can be said that the policy determines the living space of private colleges to a large extent.In recent years,the central government has introduced a series of laws and regulations to regulate and support the development of private colleges,Chongqing municipal government has also developed a corresponding policy to support the development of private colleges,but there are problems such as systematic,authoritative and operable.The Chongqing Municipal Government in 2008 proposed to Chongqing in 2020 to build the upper reaches of the Yangtze River region education center and the western education heights.To achieve the above goals,we must further emancipate the mind,expand openness,advance with The Times,carry out institutional innovation,and promote the development of private higher education.This paper is divided into six parts.The first part is the introduction,mainly involves the research background,the meaning,the goal and the method,and has carried on the combing to the related literature;The second part elaborates the related concept and the theory foundation;The third part elaborates the support policies of the central government to the private colleges and universities,and introduces and analyzes the current policies of Shaanxi Province and Hunan Province;The fourth part introduces the current support policies of private colleges and universities in Chongqing,and makes an evaluation of the policy effectiveness;The fifth part analyzes the problems existing in the development of private colleges and universities in Chongqing from the angle of policy formulation and implementation,and analyzes them from the three main factors of policy subject,object and policy environment.The sixth part,on the basis of the foreword,puts forward the suggestion to improve the supporting policies of Chongqing private colleges.
