As a kind of social function, cooperation has special relation with socialstructure. Under the background of Chinese social transforming, socialstructure’s transforming in rural area must bring out the altering of the socialfunction. As the deepen of Chinese reforming in economy and politics, and asthe living condition’s improving, rural people’s mode of living and productionis altering, so does the base, mode, details of peasant farmer’s①cooperation.On the aspect of rural public-foods-providing, parts of cooperation on base oftraditional mutual help transformed into market-leading commercialcooperation; parts of cooperation fade away as social condition altering; partsself-providing service is provided by collective cooperation; and presentcooperation confronts new challenges in altering social conditions. The paperis on the base of existed, existing and altering cooperation; analyze thepeasants’ cooperation in public-goods-providing fields. In the writer’s view,only the issues concerning on agriculture countryside and farmers②can beresolved by peasants’ cooperation, because only the inner power can resolvethe nuts absolutely. The peasant farmer’s cooperation is influenced by socialand historical conditions; meanwhile, it reacts on the social structure, too. Thealteration of the cooperation is the outgrowth of reaction between the peasantfarmer’s cooperation and social structure. The existing non-cooperation of thepeasants not indicates that they really mean this, but is a kind of unsatisfyingon cooperation structure. When peasants are in inferior position in thecooperation and cannot benefit from the cooperation, they have no ways butnon-cooperation to show their unsatisfying. The peasants’ non-cooperationonly means that they need a fair cooperation structure. Only when thecooperation is follow the democratic principle, can benefit each participant,and the participant have free will on their decision, the real cooperation can beexist, and the cooperation can achieve significant affect on the issuesconcerning on agriculture countryside and farmers.
