The weak schools began to emerge in the 1950's. The emergence of the weak schools is a tremendous challenge to the educational equality. With the development of reformation and opening, the phenomenon of the rural weak schools becomes more and more serious. This paper defines the concept of the rural weak schools, analyzes the causes of forming them, studies the case of the rural weak schools through SWOT analysis, and put forward a tragedy of transforming the rural weak schools by treating it as a carrier so as to improve their effectiveness, satisfy people's quest for quality education. The main purpose of transforming this kind of schools is to reduce enormous pressure of selecting schools, balance education resources, alleviate the educational burden on farmers, ease social conflicts, and promote educational justice and equality. This paper puts forward a plan for transforming the rural weak schools in theory by analyzing the reform of foreign weak schools in basic education, combined with the reasons of the case of weak schools, using the methods like literature method, questionnaires, interviews, survey, SWOT analysis and qualitative field research. The questionnaires are designed on the basis of the perspective of school effectiveness.Firstly, from the macro, educational investment should be enhanced, foreign balanced experience of education should be learned, the harmonious development between education run by the local people and that run by the state should be harmonized by using the governmental approach together with market regulation, in order to strive for fine developmental surroundings for the rural weak schools.Then, from the school level, strengthen school administration to achieve the transformation of the weak rural schools. Firstly, strengthen school leadership through fostering a learning organization, shared vision and learning teams, and by transforming school administration into school leading. Secondly, carry out "human-based administration" by using the administration principles of "temper force with mercy" and enhancing incentive administration. While strengthening the "school-based training" and scientific research to make teaching and research activities better, we should practice "player" management to solve the new issue of teachers' transferring. Thirdly, plan to enroll new students for the weak schools, so it is appropriate to plan to recruit the second top students. There are so many students with learning difficulties in the rural weak schools that we can learn the advanced teaching method of transforming them with leaming difficulties from yangsi middle school.Finally, from the new angle of view, in order to make such schools develop effectively, we should make up school development planning by enlarging cooperation with community and using bottom-top approach, perfect school inspection system and establish law vice-headmaster.In short, there are so many problems in transforming the rural weak schools, it is better to seize the main problem, and then solve them one by one, which is the key point.
