In this paper, the author mainly study on the formational mechanism ofnetwork collective action and try to get the answer. In this paper, firstly the author defined network collective action. Then the authorcarefully analyzed factors in network collective action (environment, subject, object)and these factors forms and roles. On this basis, the author carefully analyze theconcrete process of network collective action and construct a new network collectiveaction network analysis framework based on meaning construction that is networkcollective action process model, this paper revealed that mechanism of networkcollective action is from meaning construction to the consensus. Secondly the author, inthe basis of the meaning construction theory, building a meaning construction model ofnetwork collective action (Sub-model1), and validate the model’s reasonable byanalyzing cases. Thirdly the author, based on the theory of imitation, suggestion andSpiral of silence, constructing a new network consensus theory, whose core content:Internet users mutually recognize their meaning construction different. On the basis ofmutual communication, they integrate their thoughts and finally form an agreement. Theauthor based on this theory construct network consensus model (Sub-model2).
