Under the Chinese governmental strategic guidance of encouragement to outwardinvestment, an increasing number of project contracting enterprises in China arestepping into the overseas construction market and beginning to play an importantrole in this market. Managers act as a major part of the human resources in theseChinese overseas project contracting enterprises. Therefore, whether the projects canbe a success or not, during the process of the projects, to a great extent, relies upontheir behavior and decision making. Thus, to improve the core competitiveness of theenterprises in overseas construction market, it becomes a necessity to selection andcultivation of managers possessed of international project standard competence.Competence theory, which is the frontier field and development trend of humanresources management, provide a strong support for the evaluation and disposition ofthe managers on overseas construction projects.First of all, this paper is based on a comprehensive review of competence theoryand select the managers on the overseas construction projects of some Chineseoverseas project contracting enterprises as the research objective. Moreover, throughmethods of literature analysis, questionnaire survey, experts interview and factoranalysis, this paper build an competence model for talents of international projectmanagement from6dimensions: physical fitness, education background, internationalvision, teamwork competence, special management competence and attitude andvalue. Next, On the basis of this model, a programming of talent disposition of themanagers on overseas construction project was conducted and a dynamic model forinternational project management talent disposition was built. Furthermore, this paperalso proposed a detailed process and method to apply this model to the selection andcultivation of managers on overseas construction projects.In general, this paper, which is based on competence theory, investigate into theevaluation and disposition of international project management talents, and putforward a competence model for talents of international project management and aprogramming of talent disposition concerned, which provide a powerful support forthe Chinese overseas project contracting enterprises to improve their corecompetitiveness in the competition of overseas construction project contracting.
