After nearly thirty years of development, the Inner Mongolia Autonomous private higher vocational education has formed certain teaching scale. It has became an integral part of the higher education system, and made the proper contributions for the educational development of the Autonomous Region. But in recent years, the private higher vocational colleges have faced many difficulties and the issues that need to be solved during running a school, mainly included the reduction of students resource, the shortage of school funding, the huge disparities of teaching facilities and school conditions between the private colleges and pubic colleges, the instability of teachers resource, the difficulties to deepen the teaching reform and the improvement of teaching quality, etc. Most of them have these difficulties and issues that can’t be overcome and solved by themselves, finally facing survival crisis.In this article it expounds the important significance on the development of the private higher vocational education. It analyses the difficulties and issues on the setting of specialties, the enrollment, the funding for education, the school conditions and teachers resource in a systematic way. On this basis, proposing the countermeasures for solution, in which includes to strengthen the macroeconomic management of the government of the Autonomous Region for the higher vocational education, to build the awareness of brand, to emphasize the college running characteristics, to deepen the investment system for the higher vocational education and the reform of management system, to deepen the positive development countermeasures of teaching reform for the private higher vocational colleges.
