The main trend of realizing the higher educational popularize is to develop the higher vocational education. It's very positive function for the scope expansionism of the higher education and the educational democratic process. Because of the cause of the history, the higher vocational education of our country started much later. It was the new and developing product with the opening of reformation. Recently, with the large increasing enrollment of the higher education, the higher vocational education has also developed rapidly. In Inner Mongolia Autonomous Region, the higher vocational education has also developed vigorously and the scope has expanded continuously. But the time of the development was too short, the poor foundation, the problem of the higher vocational college has exposed increasingly. Especially the problem of the in the higher vocational colleges which has seriously resisted the development of the higher vocational education in the Inner Mongolia Autonomous Region.The passage is personal experiment and study of the author myself in engaging in the higher education, according to my work place—The Xing'an vocational and technological college's present course offered, through the ways of questionnaire, interviewing the teachers and the students, consulting the data, referring to the questions of the irrational course structure in the Inner Mongolia Autonomous Region'courses offered, the irrational shortage of teachers, the questions which the course offered hasn't reflected the social requirement, and theory knowledge and practical links have not linked up closely. And I have analyzed the reason, that is the higher vocational colleges and the society have not orientated correctly, the shortage of finance expenditure, the poor practical teaching condition, the unlinked connection of both the higher vocational colleges and the enterprises, the unreasonable teachers structure of the higher vocational colleges.The passage uses the advanced experiences of German, Australia, America, Canada and also Ningbo vocational and technological college's educational courses offered. It points out the ways to deal with the situation of the course offered in the Inner Mongolia Autonomous Region. That is nature of the higher vocational education should be located reasonably. In order to improve the construct of the practical teaching condition, the finance should expand the input. We should also focus to the cooperation of both colleges and the enterprises, to strengthen the analysis of the profession; to strengthen the construction of the teachers, and also to optimize the teachers'structure; to strengthen the construction of the higher vocational books, in order to improve the scientific research of the teachers. I hope I can offer a hand and reference for development and reform of the Inner Mongolia Autonomous Region'courses offered.
