As one of important sports provinces of our country, Shandong Province has been responsible for sending sport reserves and training personnel for many years. Along with the smooth transition of China for plan economy to mart economy, the running system of Sports has been changed from its original governmentalization to socialization and marketization with the restructuring of the social structure. National system can not supply the demand for training sport personnel under the new manage system any more and its exposed problems have become more and more. Now a new system of competitive sports with Chinese characteristics has become an inevitable requirement to conform to social progress. Therefore, the accommodation and timely adjustment of career planning of the elite players of Shandong Province under the current reform environment and how to face the mercerization trend for their second career lives have been key subjects which deserve our research.The elite athletes, the common athletes on training of every grade and the managers in charge of employment and arrangement of Shandong Province were research object in this thesis. Research methods such as Document-data method, probe method (interview method) and logical analysis method are used in this paper and make the following conclusions:1. The career planning and management of athlete is a continuous and organic whole. To plan all different stages as a whole can train the athlete scientifically and improve the sustainable development of sports talent in our province and even in our country.2. To analyze the career planning and management of the athlete from fo ur stages, we can find that the importance of the elite athlete’ career plannin g and management is the stage of career conversion transition and re-employ ment transition. However, the stage of career Initial reserve and career mature development can be ignore in different degree. 3. The reason of contradiction of learning and training appear in the early career is the contradiction that between the athlete and the sports organization’s interest. The managers and coaches pursue the sport performance and ignore the athlete’ early and middle education, and also ignore the job problem after retired.4. Although the placement policy of retired athletes has been improved constantly in recent years, the retired athletes in our province haven’t been placed well because of perennial closed training, the ignorance of cultural education and lack of job skill training. The expressions are the number of detained people is increasing; the employment channel is narrow and so on.5. Nowadays, the idea of the job placement of retired athletes in Shandong province is to adopt independent flexible employment policy. we take new resettlement mechanism, which mainly give priority to athletes, cooperating with the government investment, but we failed to make full consideration that the athletes would face retirement and will tough competition in society, also they have the possibility and fully preparation for secondly career planning or not.6. The current routines of concentrated training only for athletes in occupation transition period and in retirement could not meet the need of personnel training in market economy, let alone the help of better job choice to the athletes.In view of the research in this thesis, we wish to make the following proposals. Make criterion for talents selection system and higher difficulty index for selection; Construct the effective channel for communicating network information; Strengthen software infrastructure for athletic teams and create learning environment for elite athletes; Construct powerful teachers group; Improve fund input mechanism.
