Research On Transverse Scientific Project Management Of G University

With decades of steady economic growth, China has attached much importance to technological innovation; meanwhile, social development is in desperate need of science and technology. China is at the stage where labor-intensive industry structure is being shifted to technology-intensive one and scientific achievements are expected to be converted into productive forces. China needs to shift in economic growth towards lower energy consumption, higher efficiency, larger scale, more advanced technology and more economical resource utilization, requiring great support in science and technology so as to increase the overall national strength. Due to the preferential policies from government, recent years have seen rapid growth in Chinese tertiary institutions, where there are a large number of people with ability in high-tech. They apply more advanced technology to production in cooperation with enterprises, which is called Transverse Research Project (TRP), centering on management so as to better serve the society.Making an analysis of the present situation in TRP, applying the theories and methods of modern project management to the management of TRP, the author aims to solve the problems arising from the process of management. The present study analyzes the internal and external situation in G University in hopes of finding the factors beneficial to its management of TRP. According to the cycle theory in project management, TRP can be divided into the phases of project approval, implementation, acceptance and accomplishment of the project. The problems in each phase should be analyzed with the advanced methods of project management, and each phase in the process of management should be in the form of module for better management. Work Breakdown Structure (WBS) of TRP is introduced, and the focus of analysis and research is put on the process control, with an emphasis on the management of implementation with diversified ways. TRP is the innovation of science and technology, so its development consumes much time and it is subject to a certain degree of risk. Thus, the causes of possible risk should be analyzed, and the preventive measures provided. A suggestion is made to the construction and management of research teams, for teams with higher efficiency can produce better TRP, making its institution well known to the public, popularize its research achievements, making both economic and social benefits, and do much good to the approval of other TRP. Finally, a detailed analysis and research makes the corresponding suggestions available as follows. First, reinforce the active part played by team of expert evaluation, which can overcome the shortcomings caused by executive governance. Then, create a pleasant management environment, and improve the administrators’ awareness of service, better serving those who are engaged in high-tech industry with the functions of management as a prerequisite. Next, scientific management procedure and mode facilitate the desired results of TRP. Fourth, intensify the risk management of TRP, and optimize the management mechanism. Last, strengthen the funds management of TRP.
