How to construct accurate evaluation tools in the education activities on evaluate educational performance effectively is one of difficult but hot issues. In order to know the present situation and development trend of scientific literacy of Chinese middle school students, and to provide the basic data for the scientific courses standards, the research measure the scientific literacy of middle school students is indispensable.By applying quantitative and qualitative methodologies, Taking third grade students of junior middle school research target, the paper compiles the questions under the guiding of the full-time compulsory education science (7-9year) course standard"and SOLO classification theory. In the process of questionnaire design of junior high school students’ scientific literacy measure, the first task is to clearly define the scientific literacy of junior high school students, and then divide it into several operational indexes. According to the operation definition, we construct three primary indexes to measure the scientific literacy of junior high school students’, that are scientific knowledge, method, attitude, emotion and values. After that, we construct seven secondary indexes,283rd-level indexes.We in the above three dimensional evaluation framework building formed on the basis of the students’ scientific literacy evaluation assessment system. After discussed repeatedly, to the question of two test and inspection to the question of data,"middle school students scientific literacy tests" and "high school students emotion, and attitude and values questionnaire" has high reliability and validity, and final testing types and subject. The high school students scientific literacy tests "includes two parts, the first part is the basic information of the surveyed people, including school class, gender, age three projects. The second part of the42question (32way the objective topic,10way the subjective topic) constitutes. This is not only the result of the scientific selection and is more accord with students’ cognitive characteristics and age characteristics. The high school students emotion, and attitude and values"questionnaire includes two parts, the first part is the basic information of the surveyed people, including school class, gender, age three projects. The second part including20-item, the interest, attitude eight-item, the scientific world outlook total of six-item, emotion, the responsibility of6items.Modeling the measurement of the scientific model of middle school student is a complicated systematic engineering. There is not a perfect or unique way to do the measure. This paper is based upon the SOLO’s classification theory to evaluate students’ scientific literacy level; therefore, the evaluation also can’t be very accurate, objective, and profound in depth or breadth. However, this paper discusses the issues in the field of measuring scientific literacy, which pave the way for future research. The paper has some suggestions as followings:firstly updating evaluation idea; secondly, introducing scientific evaluation theories and employing modern educational measuring technologies; thirdly, making sure the questionnaire is true; fourthly, standardizing the procedures; fifthly, establishing research institutions, etc.
