In 2000, the Organization for Economic Co-operation and Development (OECD)formally implemented the International Student Assessment Program (PISA), which mainly evaluated students' reading literacy, mathematics literacy, scientific literacy and financial literacy,etc.. The PISA focus on 15 year olds enrolled in both school-based and work-based educational programmes. The project is implemented once every three years, and each time there is a key assessment of a certain aspect, 9 years a round.The PISA of 2006 and 2015 focus on the evaluation of scientific literacy.Each year the PISA evaluation results can be the attention of participating countries and regions, as well as other countries.And countries around the world have begun their own PISA test project research. In China, the PISA Research Center in Taiwan has set up a team of expert teachers in 2011, a joint professor of secondary school teachers and educational research experts, under the guidance of the PISA concept to study the preparation of the Taiwan version of the PISA test questions; Beijing City Fangshan District as early as a few years ago also began PISA research and practice.Based on the PISA test framework, this paper analyzes the concept and test content of the scientific literacy part in the PISA2015 test framework, and takes the PISA test idea as the guide, and combines the domestic "Compulsory Education Biology Course Standard (2011 edition)", In the content of the requirements, focusing on scientific literacy in the field of biology, the preparation of biological science literacy test questions, and the formation of test questionnaires for testing.The main research methods of this study include literature analysis, interview method and pen and paper test method: based on the analysis of many related literature, search the data for the preparation of test questions, and ask the age of 5 years, 10 years and 20 the above-mentioned secondary school biology teachers to carry out the first draft of the review, collation which is not suitable and scientific errors; the formation of the draft after the selected part of the sample students to conduct the initial test, according to the student's test results and interviews with some students on the test questionnaire modify and adjust to form the final test questionnaire; and then select the sample students to use the formal test questionnaire into the test, and finally according to the student's test results for data statistics, the use of SPSS and Excel for analysis.
