Teacher qualification system,also known as the teacher certification system,is a mandatory requirement for teaching staff released by government,and it is a statutory occupational licensing system, reflecting the most basic requirements of the country to education and teaching staff. Teacher certification system consists of three parts,namely teacher certification management system,teacher certification identify system,and teacher certification distribute system.Teacher certification identify system include checking pre-teachers’educational background,holding qualification examination and training new teachers. It is generally believed that the teacher qualification examination is the key to the identification of teacher qualification system,responsible for the overall quality of teachers. In today’s world,the United States has the most completed and the most mature teacher certification system. After centuries of development,the new teachers qualification test in the United States has becoming a state government-led and professional organizations certified formation.The certification right of teacher qualification belongs to state government,and the state government can develope qualification examination according to their own specific circumstances.They can also set exam criteria and award certification to new teachers.However,in actual operation,most of the state government is using Praxis series of tests as a teacher certification exam which is developed by the U.S. Educational Testing Service.Teacher qualification test aims to ensure the quality of teachers so as to maintain the public’s right of education.The basic principles of this system is to make sure every pre-service teacher has the equality opportunity to enter the teaching profession.But it was found that the American Caucasian pre-service teachers and ethnic minority pre-service teachers in teacher qualification test showed a huge difference in the results.what causes this difference exactly?In this paper,I will investigate the reason that cause this difference in the performance.I will be using Rawls’ theory of justice as well as multiculturalism’ concept of racial citizenship as my paper’s theoretical basis so as to investigate fairness of American teacher qualifications test system.
