The United States has always regarded education as an important approach to enhance its international competitiveness.Besides,teacher education is one of the vital factors affecting the quality of education in each country.However,surveys have shown that American students' current international competitiveness falls behind of other western industrialized countries.So the United States urgently demands to reform teacher education to ensure primary and secondary school students' needs.As is known to all,the important task of teacher cultivation falls on the shoulders of teacher educator providers in some extent.Therefore,it is particularly important to monitor the quality of educator preparation providers.CAEP serves as the sole teacher preparation certification body in the United States.During the certification process,CAEP certification model not only fully respects the diversity of educator preparation providers,but also ensures the validity and transparency of certification in line with the attitude of justice.CAEP always adheres to the principle of evidence-based certification.By strictly controlling the qualification of educator preparation providers,CAEP is able to guarantee the overall quality of pre-service teachers in American primary and secondary schools.This paper combines the current status of certification for China's educator preparation providers.First of all,the paper systematically reviews the development of CAEP from aspects of its generation and development.CAEP has undergone two stages of development: the generation period and the development period.Then formative evaluation theory and CIPP assessment theory are used as two theoretical foundations of CAEP certification in the second part.Besides,the third part of the paper takes CAEP official website information as a support to study the core content of CAEP accreditation model and to discuss the chances in CAEP new standards and procedures.What's more,the paper combines the two theoretical foundations to analyze the characteristics of CAEP certification standards and procedures.There are several characteristics of CAEP certification standards: devoting to the evidence-based performance evaluation concepts,linking to the relative authoritative standards,focusing on the practice and selection of candidates.Finally,several suggestions for developing the qualification of our country's teacher educator providers are proposed,such as strengthening supervision and control over the cultivating of non-normal teachers,instituting scientific and reasonable certification standards and focusing on the flexibility,diversity and transparency of certification process.
