Under the guidance of the CPC Central Committee on strengthening and improving ideological and political theory teaching spirit, the ideological and political theory courses innovative and improve teaching methods, and achieved remarkable results.At the same time, in the face of the advanced concepts of the drawbacks of the deep-rooted traditional teaching model and the concept of modern education personnel training, how to change a simple indoctrination and passive acceptance of traditional teaching mode to really play the initiative of the students in learning activities.; Change the teaching of the ideological and political theory course; Develop students’problem-solving ability and practical ability and so on are the top priorities of educators. So, problem-based learning is an effective way to solve it, it has certain superiority can not be ignored. Therefore, the paper focuses on the problem of teaching methods, to the present stage "people-oriented" concept of quality education for guiding the direction of the problem of pedagogy connotation, characteristics and significance of the times, based on the status of implementation of the ideological and political theory course. We put forward some corresponding countermeasures.First of all, the article analyzed from both theoretical and practical aspects of the importance of teaching in the use of problem-based learning. The problem-based learning is the effective way and means to cultivate innovative talents of the times and improve the effectiveness of ideological and political theory courses and improve the relationship between teachers and students; Based on the implementation issues of problem-based learning, we analysis the reasons of leading to the above problems profoundly from the teachers and students. Such as teachers lack the ability of controlling of classroom, the weak awareness of the problems of students, and the difficulties in changing role of teachers. Finally, based on the highlight problems of problem-based learning in the using of the ideological and political theory courses, we put forward the correspond countermeasures from the conceptual level and the practical level. Such as teachers, it is necessary to change the role of themselves and develop deep expertise and specific professional dedication, and implementation issues teaching skills and ability to control classroom; For students, to transition from the error of thinking and understanding, correct attitude towards learning, and consciously cultivate awareness of the problem, and be actively in teaching activities are the effective way and means to improve the using of problem-based learning.
