In2010, the Mnistry of Eucation issued the"National Medium and Long-Term Educational Reform and Development Plan (2010-2020)", the policy document propounded a proposal about that in order to strengthen the construction of primary and secondary school teachers and improve teachers’ overall quality, the rural teachers should be a key point.The "National Training Plan for Primary and Secondary School Teachers" has been implemented at national and district level, it also be called "National Training Plan".From2011till now, Hubei University has carried out the "Guo Pei plan" to train middle school geography teachers.The article choosed the geography training programme as a research object, through the literature research, questionnaire survey,expert consultation, logic analysis and other methods,combine with the parties demands of teacher training.Teacher professional development theory, teachers’ quality structure theory, adult learning theory and the related realistic foundation have provided the basis of research analysis.On the basis of the framework, the research set up teachers’ training goals and courses, built a training evaluation system, and ultimately developed a training program for middle school geography teachers.First, we proposed the geography teachers’ training program of Hubei University, of which the training content was divided into3dimensions as "theoretical study","practical operation","summary and communication".The three dimensions included9modules about "the professional development of teachers","the research of junior high school geography textbooks","the study of high school students geography learning","the study of junior high school geography class teaching","class observation and outdoor activities","the integration of modern educational technology and geography class","explaining, evaluating and instructing on teaching plan","the thematic research on teaching activities","the exhibition and communication on the achievements of training".. Meanwhile, each module could be divided into a total of23professional courses including "the science of learning and the art of teaching","the interpretation of the junior high school geography curriculum standards","optimizing teaching procedures and improving teaching effectiveness"," ’grasping the teaching materials correctly’ symposium " etc.Second, we built a supporting system of teachers training. By analyzing the status quo and problems of Hubei University teacher training resource utilization, we put forward the constructive suggestions about effective utilization of resources and development.Take the course of "Google earth application in geography teaching" as an example, we developed the forms and types of its resources and discussesed the process and steps of its development. With the intelligent system of Wopop Station, we designed the home page of the website of "national training program of Hubei University" using the second-level domain name of analyzed the role of technical resources development and the constitutes structure of training website construction.Finally, in order to maintain the dynamic nature of the training program, the research built a formative evaluation system of the teacher training. Through the Analytic Hierarchy Process method, we got the weight value of each evaluating indicator. The first-level indicators contained "Learning Attitude","Performance Appraisal","Practical Ability","Training Results", and the weight values were0.1954,0.1954,0.4930,0.1162respectively, these values showed that the "Practical Ability" is the most important one. Ultimately, the research developed a formative assessment scale on teacher training. It can be used to assess the training accountability.
