| Statistical data is the foundation of the government departments to work effectively, and also is the prerequisites to improve macro-control and make policy. Moreover,statistical data released by the department has a direct impact on the public trust of government and the government’s authority. With the development of our country’s economy, the deepening of reform and opening up, China’s demand for statistical data in different sectors of the society also becomes more and more. On the contrary, the statistical data quality can’t meet the demand of people in China.So, we should pay high attention to statistical data, constantly high standard, high demand for statisticians, urging it to strengthen the control and management of statistical data quality. In order to fully improve the data quality, to attach to the data quality standards in the world as soon as possible, it is necessary for us to study our country’s GDP data quality in-depth and detailed.This article issues the data quality from the perspective of quantitative and discusses the application of benford’s law in this area. Currently,benford’s law is mainly applied in the field of accounting, in recent years also applied in the computer, hydrological applications.But,the study of statistical data quality assessment is few, only a few articles in the current literature research in the field.Also, the inspection method using by dexperts and scholars is single. This article have gathered and categorized several kinds of test methods using benford method,and use it in the empirical study.This article is divided into five chapters altogether. First chapter introduces the significance and the purpose of this paper, and will classfy the summary of foreign research literature on the statistical data quality,in order to grasp the domestic and foreign research on statistical data quality.The second chapter introduces the theory related to data quality assessment methods and the corresponding methods systematacially. Starting from the connotation of data quality, combined with the data quality standards, the evolution of the data quality standards,this chapter analyse the quality standards of each country.In addition, this chapter also introduces the assessment methods of data quality frequently used in quantitative ways. And this chapter also gives the advantage and defect of every method, and the connection between the several methods. The intent of this chapter is a review of current data quality method,trying to find out a more perfect method to evaluate the data quality. The third chapter mainly introduces a new method (benford’s law)of the related theory, method and its use in various fields, and finally introduces the testing method and the working conditions of benford’s law. This chapter is the empirical part to lay a solid theoretical basis. The fourth chapter examines the data quality of the added value in each region,and adopt the method of overall after the first partial.First of all, it test the national data reliability of31provinces in our country in1992-2011on the whole.Secondly,this article tests reliability of data quality in gross regional product in our country from local inspection, and it points two direction to test the reliability of the data quality:horizontal and vertical.From horizontal Angle, the national of31provinces are divided into eastern, central and western three areas, and the relationship between the reliability of their data quality, and the quality of the three regional data are compared.In order to give more detailed explanation of the conclusion,this article will also analysis the data quality of every province of the eastern, central and western areas respectively.From longitudinal Angle, this article will also analysis the data quality from1992to2011.The fifth chapter will summary the third and fourth chapter, conclude the lack of this paper as well as some problems using benford method, and outlook the future of China’s GDP data quality. |
