In the integration process of urban and rural area, the increase of floating population of ethnic minorities is an inevitable trend of the development of city economy, politics, culture, society to the direction of diversity. However, during the time of urban floating minorities injecting vigor and vitality into the development of the city, due to their differences in customs, language, culture and religion, coupled with not understanding the relevant laws, regulations, and urban management system when they first enter the city, plus the inherent disadvantages and deficiencies of urban management system, floating minorities can’t quickly adapt to city life, which puts forward higher requirements to city construction, ethnic work and methods. As an important part of urban minorities, the quality of service and management work of urban floating minorities is directly related to the maintenance of the legitimate rights and interests of ethnic minorities, in relation to the harmonious development of the city, related to national unity and stability. Depth discussions on the urban floating minorities’ service and management mechanism make great significance to better integration of minorities into community and promote the harmonious development of urban society.In view of this, this article altogether into five parts, selects Ningbo City, Zhejiang Province as an entry point, and carries out research on the subject of Urban Floating Minorities Management by Rule of Law. The first part of the introduction, introduces the significance of the topic, current research and methods. The second part introduces the present situation of urban floating minorities and correlative concepts are distinguished, the development of the historical background and reasons for the increase of urban floating minorities is mainly discussed. The third part takes Ningbo, Zhejiang Province as an example, introduces management practices of floating minorities in Ningbo, points out the existing management problems of urban floating minorities in China, such as national legislation, management mechanism and ethnic workforce. The fourth section describes the overall concept of urban floating minority population management by rule of law, focusing on the theoretical basis and significance of it, and lists the four principles which should be followed. The fifth part probes into countermeasures and suggestions to promote the management of urban floating minorities by rule of law, from aspects of legislation, law enforcement, judicial, management systems and supervision. Looking forward to this study, certain theoretical guidance and practical reference value are put forward to the management of floating urban ethnic population by rule of law in China.
