Preschool education is an important part in education system, and do not jump during person’s life in the development stage. At present our country preschool education career development momentum is good in general, but the problems in the process also not allow ignoring. There are serious problems in China’s preschool education resource allocation. Preschool education resource allocation situation is related to the whole pre-school education and improve the quality of preschool education development, also affect the vital interests of each social group. The allocation of resources which is not balanced during the development of preschool education is the key problems in our country. This imbalance performance not only in China’s eastern, central and western regions and between provinces, is also present in the provinces domain, especially in the economic developed provinces of Jiangsu province was especially prominent, as the eastern region economy more developed provinces is a significant example. Under this background, this study use theoretical research and empirical research method of combining the preschool education in Jiangsu province resource configuration is not balanced conditions were studied.In this study education, I use equity theory, public product theory, education resource allocation theory, preschool education compensation function theory, resource dependence theory as the theoretical basis. On the basis of combing theory, the human, material and financial resources index, from two dimensions and urban and rural areas, the descriptive and factor analysis of the mathematical statistics method, the13cities in Jiangsu province preschool education resource allocation situation carries on the analysis comparison, And it will influence preschool education resource allocation of economic factors on quantitative research, but also from a policy perspective system of the preschool education resource configuration is not balanced effect. Based on this, puts forward some countermeasures for preschool education in Jiangsu province, harmonious and sustainable development to provide reference.
