This study is to absorb and inherited the basis of balanced development of compulsory education and the allocation of resources on the results of the study, significance of the perspective of compulsory education resources allocation optimization; at the same time, in-depth field research in Rudong County compulsory educational resource optimization and effective method and path. This research is mainly based on the Rudong County compulsory education resources allocationstatus quo to reveal the existing problems, analyzes the causes of the problems, and put forward some suggestions to promote the explorationof the county compulsory education resources allocation optimization.The literature collection, sorting, refining, digestion and absorption, to provide theory reference for the research of integration; combined withthe county compulsory education school survey data, from thecompulsory education funding, the level of faculty, teaching conditionsand other aspects of compulsory education resources the configuration of the situation, and reveals the existing problems, mainly reflected in:(1)the high quality teacher resources shortage and uneven distribution; (2)there is a big difference between the condition of running a school; (3)the low level of financial security.However, the balanced development of education resources allocation is not balanced will hinder education during compulsory education stage,there are different degrees of negative effects on the development ofChina’s education equity and social. This research believed that, the reason of compulsory education quality education resources is not balanced phenomenon are as follows:the first is the policy reason:the macro education policy deviation; two is the economic reason:theimbalance of urban and rural economic development; the three is thesystem reason:the government in the development strategy of cityorientation.In view of the above problems, in accordance with the education laws to provide ideas and suggestions as the starting point for the education department to implement the reform of education, this paper tries to put forward some promoting the county and even the national compulsory education resource allocation optimization suggestions:one is to explorenew mechanism of urban and rural teachers flow; the two is to increase the investment in rural compulsory education; three is to establish the system of urban and rural compulsory education resource sharing.
