Located in the border, Qiqihar’s educational career began in Qing dynasty. In order toresist tsarist Russian aggression, Qing government paid attentions to strengthen bordermilitary forces, focused on art of war over art of peace, and carried out Manchu education.But education had a slow development in initial age. In the late of Qing dynasty and the earlyof Republic of China, governments actively advanced educational reform. And then, Chineseeducation system made a great change. Under such circumstance, Qiqihar began to push neweducation reform with the aim of awakening enlightenment and developing new schools.After that, education in Qiqihar got a rapid development and deep influence.The era of late of Qing dynasty and the early of Republic of China was an important timefor Qiqihar area new education development. During the alternate period, Qiqihar areaeducation cause got a rapid development. Based on present research results, by multi-angleanalysis on Qiqihar region new education reform in that period, the article tries to reflect thefull view of such new education, and made a positive comment on the reform.The article firstly introduces the historical bases of Qiqihar area new educationdevelopment, which including the educational base before the reform, the establishment ofmodern educational administration management system, publication of modern educationalregulations, support from local governments and social elites, and the possibility andinevitability of Qiqihar region new education development. And then, the article narrates themain performances of Qiqihar region new education development, including the outlines ofprimary education, secondary education, higher education, industrial education, normaleducation, and minority education. Thirdly, the article makes an objective comment on thecondition of Qiqihar region new education development, and summarizes the features andhistorical functions of Qiqihar region new education reform in late Qing dynasty and earlyRepublic of China.The implementation of Qiqihar region new education in late Qing dynasty and the earlyRepublic of China was a reform and innovation from traditional education to moderneducation. After that, new education gradually prevailed, and the education of Qiqihar regionentered modernization. Though there were some shortcomings about the new education, thereform and innovation created a set of perfect new educational system in Qiqihar region, which provided a batch of talents for Qiqihar economic and cultural development. Finally, thenew education system advanced the process of Qiqihar area’s modernization.
