With the continuous progress of society and the urgent need of economic development,talents play an increasingly important role in promoting development.In recent years,government agencies at all levels have made useful attempts in the introduction of talents.First of all,at the national level,all kinds of talents for high-level talent introduction focused on the returned to the strategic plan and benefits to attract,secondly,the provinces(municipalities directly under the central government)between talent also intensified,from northwest to southeast in the geographic distribution,thirst for talents and desire for the economic development to promote the battle for the escalating.Thirdly,in order to attract talents,various cities have introduced policies to improve the efficiency of talent introduction from various aspects of welfare.Finally,in the fierce competition for talents,the district and county governments also began to take the initiative to take advantage of industrial advantages,geographical advantages and policy benefits to try to share "a piece of soup" in the competition for talents,so as to inject impetus into the sustained and stable development of regional economy.In such a complicated situation of talent competition,the study of talent introduction has important practical significance.This paper takes M district as the research object,analyzes the countermeasures and problems in its talent introduction,and optimizes its talent introduction policy from the perspective of multiple welfare.The first chapter is the introduction,mainly combing the domestic and foreign research in this aspect of the content,summarize the experts and scholars in this aspect of the research,and on this basis,summarize the results of the analysis of deficiencies,for the paper to do a theoretical foundation for the follow-up research.The second chapter mainly defines the core concepts and theories related to the introduction of talents to provide a theoretical basis for the follow-up research.In chapter 3,SWTO is used to analyze the status quo of the implementation of the talent introduction policy by the government of M district,so as to provide a realistic research situation for the following research on the specific welfare and implementation effect of the talent introduction policy.The fourth chapter analyzes the welfare of talent introduction in this area from the perspective of multiple welfare.The specific contents of various welfare are analyzed by comparing the welfare policies of provinces and cities and taking the time axis as the longitudinal analysis.The implementation effect of talent introduction in M area is tested for validity through the questionnaire survey.Then analyze the problems in welfare security of talent introduction in M district.Chapter five,domestic and foreign experience for reference.In chapter 6,the author puts forward optimization Suggestions for the talent introduction policy,improves the ideological consciousness,improves the welfare guarantee,and summarizes opinions and Suggestions for the improvement of the talent introduction work at the district and county level.
