Along with the continuous deepening of China’s higher education, higher education level of coverage has been greatly improved; universities play a role in society is more and more big. Long-term since college performance appraisal simply from the school level and the level of teachers, make out the performance evaluation and the reality, lost its function; also makes the performance evaluation of the target is not clear, cannot raise the enthusiasm of the staffThe significant characteristics of itself, makes the enterprise organization in Colleges and universities and other profit has the obvious difference, this is caused by the particularity of university performance evaluation. The industrialization of education, the university not only shoulders the historical responsibility of training the talent, but as a member of the market, also need to pay attention to its own financial status, management status, social reputation and so on, business unit performance evaluation cannot keep up with the development of current higher education in the traditional performance evaluation requirements. The performance evaluation is very important for the management level, the transformation of China’s higher education and higher education to improve the promotion achievement.The balanced scorecard is the wide range of strategic performance evaluation tool, used in domestic and foreign enterprises in the common. Four aspects of balance scorecard financial dimension, the customer dimension, internal business process, learning and growth dimensions can reflect the overall performance of the organization. Through the analysis of feasibility evaluation of the performance of card in the balanced scorecard, this study based on the Balanced Scorecard (BSC) performance evaluation model, the Balanced Scorecard into the performance evaluation, construct the performance evaluation system from four dimensions; and in the college run by the local people of two grade L College as an example, through the strategic sure, clear the dimension content, index, evaluation procedures, from the reconstruction of performance evaluation system of L Institute layer, layer and other layers of the teacher. On the basis of the performance evaluation system in the implementation of L College, comparative analysis of balanced score card in building performance evaluation results, and provides some suggestions on research and application of the Balanced Scorecard performance evaluation.
