Performance is the eternal subject of management. Both for companies anduniversities, performance evaluation is an effective management tool for managersimplementing performance management. In recent years, Ministry of Education issuedsome evaluation documents for Sino-foreign Cooperatively-run College. But, theevaluating indicators in the documents can’t show the Sino-foreign Cooperatively-runColleges’ characteristic. Which performance evaluation tool the Sino-foreignCooperatively-run Colleges should use to carry on performance evaluation and maintainthe characteristic, which is affecting Sino-foreign Cooperatively-run Colleges ’ long-termdevelopment directly. In order to achieve the goals of assessment and reform, assessmentand construction, I think we can use the performance evaluation methods of profit-makingorganizations.Based on absorbing domestic and foreign performance evaluation methods, thisresearch applied Dynamic Balance Score Card which is formation by Balance Score Cardcombined with System Dynamics into the performance evaluation system of Sino-foreignCooperatively-run Colleges.Firstly, this research clarified performance evaluation reach status of Sino-foreignCooperatively-run Colleges and relevant theories and methods. Put forward the feasibilityto apply Dynamic Balance Score Card into the performance evaluation system ofSino-foreign Cooperatively-run Colleges through analysis on performance evaluationstatus of Sino-foreign Cooperatively-run Colleges. Secondly, through the analysis oncharacteristic of Sino-foreign Cooperatively-run Colleges, design performance evaluationindicator system of the colleges and establish Dynamic Balance Score Card evaluationmodel for Sino-foreign Cooperatively-run Colleges. Finally, taking E&A College as thecase college, the research simulated and summarized E&A College’s performance since2002. Then, by changing index parameter, it applied the above model to simulate theimprovement strategies for E&A College’s performance of the following ten years andobserved their results. Then, according to the results, put forward concrete Suggestionsand methods for E&A College’s performance improvement.
