| Citizenship education is the basic content of modern education. In recent years, it has attracted extensive attention from all walks of life. For the construction of civil consciousness system, it is the essence to construct country’s spiritual civilization and democracy and the legal system of the righteous. Citizen consciousness education of the young university teachers is of significance of era. In fact, in the face of the popularization of higher education, knowledge, specialization of production, security administration under the background of university management, how to develop civic consciousness education for young teachers in colleges and universities, is worth us pondering on. The popularization of citizen consciousness for young teachers in colleges and universities is the inevitable choice to the civil society in our country, and the premise of output of qualified citizens for the country. Young university teachers development needs teacher’s own exploration of civic consciousness, needs more countries’targeted cultivation systematically needs more harmonious atmosphere of the edification and infection in the whole society.In this paper, the Shanxi university teachers have been carried on the questionnaire survey. According to the results of data and discussion, the current overall level of young teachers in colleges and universities in our country citizen consciousness has improved significantly, but there have been some lack of citizen consciousness shortage situation, affected by various factors. This article can be divided into five parts.The first part is the introduction. It mainly tells the purpose of article, significance, the purpose of the citizens’consciousness of young university teachers related literature review, and the method in this paper.The second part is about civic consciousness related theory analysis. It mainly elaborated the concept and connotation of citizens, civic consciousness, and its history traces. In the theoretical system of Marx, the content of civic consciousness is not mentioned about, but to discuss the three stages of the citizen consciousness is the ultimate goal of development through three development theories on human.The third part is the status of the civil consciousness for young university teachers and analysis of reasons. The author does the simple to the development of young teachers in colleges and universities in China, this paper highlights the current status of development of the young teachers in colleges and universities as a whole. By means of several universities of Shanxi is based on a questionnaire survey of the in-service teachers, and made brief interviews with individual teachers. Using survey data from a patriotic and national consciousness, legal consciousness, social morality consciousness, subject consciousness aspects specific analysis of the current civic consciousness of college young teachers, as well as cognitive, understanding way, participation way, social attention problems, found that the civic consciousness of college young teachers in China is not optimistic. From the perspective of the status quo, the causes of college young teachers citizen consciousness present situation has been found in the following several factors. One is the influence of Chinese traditional culture, the other is that China’s political and economic system is imperfect; the third is that the citizen education system is not perfect; the fourth is that the current system is not reasonable, The fifth is the negative effects brought by western cultural invasion.The fourth part is to build path to plan the citizen consciousness education of young teachers in our country, based on the status quo of young university teachers’ consciousness of citizens, and from the basic principle, guiding ideology. College young teacher take the responsibility of teaching, administration and scientific research of the burden, but there is not enough awareness of civic consciousness as a whole, will inevitably requests us in the future work to strengthen the attention to this group. We want to east, the west right beneficial towards the western advanced civilization achievements, combined with the actual situation in our country, in the process of perfecting civil consciousness to strengthen young teachers in colleges and universities. In the process of constructing college young teachers’citizen consciousness, we should grasp the basic principles, adhere to the socialist core value system, and follow the people-oriented guiding ideology.
