Civic awareness education is a subject of great importance to the party and state. In the promulgated policy, the civic awareness education has been clearly recognized and supported.School is the main place and a way of civic awareness education, the basic education stage is the key period of plastic into primary and middle school students’ civic awareness. Therefore, it is of great significance for the study of civic awareness education in primary and middle school.From the practical perspective, the paper uses the method of questionnaire survey, the two groups of primary and middle school teachers to investigate. The contents of the survey of the students in primary and middle school are the development of citizen consciousness, the survey found that the students’ awareness of citizenship is generally low, the contents of national consciousness, equality consciousness, rule consciousness, etc.. The contents of the investigation for the primary and middle school teachers are the practice of civic awareness education, the survey found that the general existence of the value of civic awareness education, the concept of deviation, the lack of implementation and other issues.From the theoretical perspective, a retrospective of civic education history, the West about civic education has formed a "responsibility" is the basis of republicanism and the "right" as the starting point of the two traditional liberalism. In the State- the legal dimension, we should firmly establish the consciousness of citizen identity, national consciousness and legal consciousness, and in the political, social dimension, the individual should have the right consciousness, the consciousness of participation, the consciousness of supervision, the responsibility consciousness, etc.. Therefore, we must rely onthe civil society and accelerate the transformation of the concept of family education. In the end,the civic consciousness education is carried out in the school curriculum, in the curriculum which is directly related with the civic consciousness education, should take the problem as the center, pay attention to the practical problem of thinking and discussion; in the indirect curriculum, should be good at finding the concept related to civic consciousness, and organize related issues.
